Hello, I have Asus X202E Vivobook bought with Windows 8 Japanese OS version. I had the OS switched to English. Yesterday I installed Windows 8.1, I can see that the english language pack is still there in the system but it shows unavailable.

Ideally, when you install a language pack or choose a different language other than your system language, most of the features are displayed in the modified language. However, there are a few system settings that might still show up in the base language. In that case, we might need to install the operating system afresh choosing the desired language. As of now, I would suggest you to verify that you have followed the steps exactly as detailed below to select the English language (ensure the keyboard settings and input methods are also set to the English language pack).
a.Press Windows + X key in the Windows desktop and click Control Panel.
b.Open Language.

c.Click on Add a Language and then select a desired language (Example: English) and click Open.
d.Now select a Language (Example:English (United States).

Note: Once you are through with setting the desired language, restart the computer and check.

This issue is cased due to the language pack settings.
Once we upgrade from Windows 8 to Windows 8.1 we need to reinstall the language packs.
You'll need to download the language pack if you want to make a language your Windows display language (that's the language you see most often in Windows and apps).
1.Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings.
(If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.)
2.Tap or click Time and language, and then tap or click Region and language.

3.Tap or click a language that says Language pack available underneath, and then tap or click Options.
4.Tap or click Download. The download process might take a while, depending on your PC and the size of the language pack.
